Definition A method of delivering QoS on packet switched data networks: This method dedicates bandwidth to a specific application or set of applications. Because bandwidth is dedicated, other applications cannot use it, even when there is little congestion on the connection. This usually is done when other QoS methods are inadequate (e.g. VoIP applications).

This method imparts the advantage of dedicated bandwidth found in circuit-switched networks like the PSTN, to packet routing systems like TCP/IP networks. However, it also imposes the same limitations on those networks (bandwidth is wasted when it is not used by the application it is reserved for).
